Phase-II of Grid Connected Rooftop Solar Programme
Government of India has taken ambitious targets of 100,000 MW of solar power by 2022 out of which 40,000 MW is to be achieved through Rooftop Solar (RTS) power plants as per the clean climate commitments.
The Government, on 19th February 2019 approved Phase-II of ,Grid Connected Rooftop and Small Solar Power Plants Programme‟ for achieving cumulative capacity of 40 GW RTS plants by 2022.
The Government of India launched Phase-II of “Grid Connected Rooftop Solar Programme‟ for achieving cumulative capacity of 40 GW RTS plants by 2022.
In Goa, Electricity Department Goa (EDG) is the implementing agency for Phase II of “Grid Connected Rooftop Solar Programme‟ . EDG has entrusted Goa Energy Development Agency (GEDA), State Nodal Agency under MNRE for the implementation of the programme. EDG will play a key role in providing approval for installation and Grid Connectivity, manage the distribution network and also have billing interface with rooftop owner.
Central Financial Assistance (CFA) for Residential Sectors
Domestic/Residential Sector : The Central Financial Assistance (CFA) will be given at a rate discovered through tender or bench mark cost whichever is lesser. CFA of 40% will be given for RTS systems up to 3 kW capacity. For RTS systems of capacity above 3 kW and up to 10 kW, the CFA applicable will be 40% up to first 3 kW and 20 % for capacity above 3 kW up to 10 kW.
The residential sectors users may install RTS plant even higher capacity as per their requirement and provisions by JERC however, the CFA would be limited for first 10 kWp capacity RTS plant.
Group Housing Society (GHS)/Residential Welfare Association (RWA) : Group Housing Societies/Residential Welfare Associations (GHS/RWA) etc. for common facilities up to 500 kWp (@ 10 kWp per house), with the upper limit being inclusive of individual rooftop plants already installed by individual residents in that GHS/RWA at the time of installation of RTS for common activity.
The installation, Grid Connectivity and billing of rooftop solar will be governed by the Net Metering Regulation 2019 of Joint Electricity Regulatory Commission (JERC) for the State of Goa.
State Financial Assistance (SFA)
In addition to the CFA, the Govt. of Goa shall provide State Financial Assistance (SFA) which will be disbursed to the Consumer under all category after successful working of system for 6 months through GEDA.
Domestic Consumers are eligible for SFA as mentioned hereafter.
For Rooftop system capacity up to 3 kWp, additional 10% SFA shall be disbursed after 6 months of successful working of system. For Rooftop system capacity from 3 kWp to 10 kWp , additional 20% SFA shall be disbursed after 6 months of successful working of system. For Rooftop system capacity above 10 kWp , 50% SFA shall be disbursed after 6 months of successful working of system.
In general Domestic Consumer shall be eligible for 50% subsidy comprised of both CFA and SFA up to 90 kW of capacity (LT Consumers).
All Consumer except Domestic category shall be eligible to avail SFA up to 20% for capacity up to 90 kW (LT Consumers) after successful working of system for 6 months.
